Providing incentives for major film projects:
The Cabinet approves a draft resolution to issue regulations governing foreign filming within the Arab Republic of Egypt.
During its meeting today, chaired by Dr. Mostafa Madbouly, the Cabinet approved a draft resolution from the Prime Minister to issue regulations governing foreign filming within the Arab Republic of Egypt.
The regulations stipulate that the Egyptian Film Committee, affiliated with the Egyptian Media Production City Company, will be responsible for coordinating the necessary procedures to obtain approvals from relevant authorities for foreign filming within the Arab Republic of Egypt, and will be the sole entity authorized to do so.
The regulations also stipulate the establishment of a single digital window for foreign filming, to be managed, supervised, and developed by the committee. This window will also handle the necessary approvals and permits, and all foreign filming transactions must be conducted through this single window.
Entities dealing with the committee are obligated to establish an electronic link with it, as the entity responsible for the single digital window for foreign filming. This linkage facilitates the provision of all necessary services and approvals through a centralized system, while adhering to the technical, security, and cybersecurity regulations established by the relevant authorities.
The Egyptian Film Committee, affiliated with the Egyptian Media Production City Company, is responsible for promoting the Arab Republic of Egypt as an attractive destination for investment in foreign production projects. It coordinates with relevant authorities to obtain script approvals and foreign filming permits, facilitates the entry and exit of filming equipment in coordination with the Customs Authority, monitors the filming operations of foreign production companies, and works to overcome any obstacles that may arise. Furthermore, it provides logistical support to facilitate the requirements of foreign filming. The committee is also responsible for cooperating with relevant ministries and state entities to provide all equipment, services, and personnel required for filming. It will display permitted filming locations within the Arab Republic of Egypt on its digital platform, along with information on the laws, regulations, and instructions governing foreign filming in Egypt. The committee will also nominate local production companies to undertake foreign production projects in Egypt, as well as nominate the necessary Egyptian technical personnel for these projects. Furthermore, it will accompany foreign production crews upon their arrival and departure through all airports and seaports in Egypt. The committee will coordinate with relevant state entities to provide incentives for major film projects to attract international productions to Egypt. Finally, it will establish frameworks for bilateral cooperation through joint protocols with all ministries and entities involved in foreign filming, outlining the responsibilities and duties of each and a schedule of service fees.
The regulations stipulate that various state entities must coordinate with the committee to facilitate the necessary procedures for foreign filming in Egypt.
