At the beginning of his speech, the Minister expressed his thanks to the Command and Staff College family, praising its position as one of the most prominent scientific institutions in the armed forces in the Arab world and Africa, stressing that the college plays a vital role in preparing military leaders, as it focuses on providing its students with the necessary knowledge and skills according to the highest international standards, pointing out the college's commitment to developing educational curricula and training programs that enhance the efficiency and capabilities of officers.

Regarding investment in higher education and scientific research, the Minister pointed out that the Cabinet approved the licensing of the Education Support and Development Authority to establish the “Egypt Fund for Education Support and Development” company in cooperation with the Egypt Sovereign Fund. The company aims to encourage investment in education, with the participation of the private sector, and enhance partnerships with foreign entities. It will invest with local and international operators to support higher education opportunities according to international quality standards. The “Egypt International Education” company will also be established to develop four models for new international universities that combine branches of international universities and technological universities
