Egypt Forum 2026 – Minister of Social Solidarity: 2.2 Million Families Have Exited the "Takaful and Karama" Program Due to Improved Social Conditions
10/21/2026

Dr. Maya Morsy, Minister of Social Solidarity, stated that the "Takaful and Karama" (Solidarity and Dignity) program is characterized by a dynamic process of enrollment and exit. Since its launch in 2015, the program has seen monthly fluctuations in the number of families joining or leaving. Efforts are continuously made to refine the understanding of changes in families' circumstances, utilizing both a technological and data-driven approach—through the integration of databases—and a human-centered approach, involving field committees.

Dr. Maya Morsy noted that the program began with 1.7 million families in 2015 and currently serves 4.7 million families. Over the course of the program, the cumulative reach has extended to 8.3 million families. More than 2.2 million families have exited the program due to improvements in their social status, and there are currently no families on the program's waiting list.
